President and Chief Executive Officer

George Dunn, Jr., is the third generation in the family business to lead Heffron Company. George has successfully transformed Heffron Company into an industry leader throughout the Washington D.C. area.

His primary mission has been to uphold the intrinsic values that Heffron has maintained for more than 92 years.

George received his undergraduate degree in Business from the University of Notre Dame. He continued on to Georgia Institute of Technology to study mechanical engineering. From there, George completed the S.C.M.P (Small Company Management Program) at Harvard University.

Frank Weis, Jr.

Frank has more than 25 years of construction experience, including eight years as a technical sales engineer with the Washington, D.C Trane franchise, and more than nine years with various mechanical contracting and plumbing firms in the Washington Metropolitan region.

While at the Trane Company, Frank was the top salesman in the Washington, D.C. office, received multiple National top ten-salesman awards and achieved recognition as the top chiller salesman in the country in 1993.

Since joining the Heffron Company family in September of 1999, Frank played an important role in helping to solidify the company’s reputation as a leading Washington, D.C. mechanical and plumbing contractor specializing in biotech, pharmaceutical, and challenging retrofit projects.

Frank has a mechanical engineering degree from Villanova University.

Bill Parrish

For more than 35 years, Bill has been serving HVAC and facility management customers in the Washington, D.C. region.

Bill has obtained numerous professional accreditations including Master HVAC Licenses in Washington, D.C., and Anne Arundel County.

He has also completed continuing education courses such as Underground Storage Tank Laws and Codes, Asbestos and Lead Based Paint Training, Management Training and EPA Refrigerant Handling.

Bill graduated from the Steamfitters Local 602 Apprenticeship program in 1984.

With Bill’s leadership, he has successfully built one of the most well-respected service department in the nation.

Tom Sullivan

Vice President Construction

Tom is a Vice President and Senior Project Manager at Heffron Company. He has been employed at Heffron for 14 years, and specializes in Biotechnical, Pharmaceutical, and existing Central Utility Plant work. Recent projects include FDA Validated GMP manufacturing facilities and various clean room labs and research facilities. Tom has completed projects that include the SAIC Vaccine Pilot Plant, Human Genome Sciences, Clean Rooms at NASA Goddard Space Flight Center, Novavax, and ACell. Tom has also recently worked on a large VRV system at an Elementary School in Alexandria, VA. Tom and his team won the prestigious 2005 Star Award from the Washington Building Congress for the installation of 9,000 tons of chilled water cooling at Georgetown University’s central utility plant facility. Prior to Heffron, Tom worked as a Sales Engineer at Boland Trane and is a graduate of the 1993-II Trane Graduate Training Class in Lacrosse, Wisc. Tom received his Bachelors of Mechanical Engineering from Villanova University in 1992 and resides in Bethesda, MD with his wife, Ellen, daughters Molly (13), Maggie (11) and son, Tommy (10).

Brian Foster

With more 27 years of mechanical contracting experience in the Washington, D.C. region, Brian has managed projects ranging from a downtown 12-story-office building to the expansion of the main terminal at Dulles International Airport.

For the past six years, Brian has led Heffron Company’s involvement in biotech and pharmaceutical projects along the I-270 corridor in Maryland. These projects include a GMP manufacturing facility and various clean room labs and research facilities.

Brian has a bachelors of science in Mechanical Engineering from the University of Rhode Island.

His previous work experience includes Poole & Kent and BCC Mechanical.

Colin Dunn

Project Manager & Business Development

Colin Dunn is the fourth generation to work at Heffron Company. During the summers, Colin worked in the field as a Foreman’s assistant before moving into the project management role completing projects for The United States Chamber of Commerce, Ft. Belvoir, and Milestone Business Park.

After graduating from Hampden-Sydney College, where he served as Captain on the lacrosse team, Colin worked for Colliers International in Charleston, SC as a commercial real estate broker. Colin returned to Heffron Company in 2010 and started estimating and assisting project managers with all facets of the mechanical business.

In 2014, Colin graduated from the MBA Program at the University of Notre Dame where he majored in Business Leadership and Entrepreneurship.

Brian Foster

Paul Webster

Project Manager

Paul has been in the mechanical industry in various roles throughout his career. Most recently, Paul became a project manager after working 20+ years as a steamfitter foreman for Heffron Company. Mr. Webster

is a member of the Local 602 and has successfully completed projects at Georgetown University, WSSC, and Gonzaga College High School.

Jonathon Boyd

Jonathan Boyd

Service Operations Manager

Jonathan has recently been promoted to Service Operations Manager. In his role, Jonathan works to ensure all the Service technicians are meeting our clients’ demands and Mr. Boyd also self performs

a majority of Heffron’s key customers. Jonanthan has been with Heffron for over twelve years and is factory trained and certified on most all large HVAC equipment. Mr. Boyd is also a member of the Local

602 and plays a key role in our dedicated Service Department


Tarek Geblaoui

Project Manager

Tarek joined the Heffron team two years ago. He has already worked on several projects including:

  • Beacon Hotel
  • Ely-Lilly Elanco
  • MedImmune

Tarek graduated from the University of Maryland with a Bachelor of Science degree in Mechanical Engineering.

Ryan Lignelli

Ryan Lignelli

Chief Estimator

Ryan serves as the Chief Estimator at Heffron and has been in the mechanical industry for 10+ years. Mr. Lignelli has implemented various estimating software systems at Heffron Company, which has enabled the Company to serve our customers with estimated project costs and budgets.


David Sivia

Coordination & BIM Manager

David serves a crucial role to Heffron Company as the Director of Coordination and BIM. Mr. Sivia has worked in the mechanical industry for 15+ years. He is fully capable in all aspects of BIM modeling. David has introduced various programs to help design and pre-fabricate buildings to ensure projects are completed on time and within budget.
